GRISSOM AIR RESERVE BASE, Ind. -- Using binoculars, Robert Moore, scans across a flight line at Grissom Air Reserve Base, Ind., April 11. Mr. Moore is a 434th Operations Support Squadron air traffic control training and standardization manager. All of Grissom's air traffic controllers are dual-qualified for both radar approach control and tower control operations.
