Larry Franklin, the Deputy Region Chaplain for the Great Lakes Region Civil Air Patrol, during the Annual Chaplain Staff College at Grissom Air Reserve Base. The chaplain college provides instruction to Civil Air Patrol chaplains in subject matters ranging from military customs and courtesies to radio equipment usage.
