GRISSOM AIR RESERVE BASE, Ind. -- Honored guests dig up the first soil for the new air traffic control facility here during a special groundbreaking ceremony March 15. The new ATC tower, with a programmed cost of $7.4 million, will replace an existing structure built in 1965.
